This section uses tables to present the annual number of incidents by country from 1985 to 2004. This data was used to build the maps that follow the tables, and was gathered from the National Counterterrorism Center (NCTC) Worldwide Incidents Tracking System (WITS) and the MIPT Terrorism Knowledge Base that integrates data from the RAND Terrorism Chronology and RAND-MIPT Terrorism Incident databases.WITS was launched in July 2005, and its methodology is described in Part 6, “Trends over Time: Graphs on Terrorism”
Data in these tables has not been normalized to account for name changes over time; it is merely reproduced as it was entered into the database. For example, in 1985 there were both the Federal Republic of Germany (West Germany) and the German Democratic Republic (East Germany), and the Soviet Union was still intact. Transkei, the first of the nominally independent black homelands within apartheid South Africa, was the scene of two incidents in 1985. Transkei is now part of the Eastern Cape province of South Africa. Today,WITS separately records the occupied territories as the Gaza Strip and West Bank.
New countries have also been added.When the United Nations began in 1945, it had fifty-one member states. Decolonization increased membership to 126 by 1970. In 2005, largely driven by the breakup of the Soviet Union and Yugoslavia, there are 191 member states. In addition to officially recognized countries, there are a number of regions and areas of interest specified in the database. For example, the final status of several areas in the former Yugoslavia has not been determined. Incidents in Kosovo, Montenegro, and Serbia are documented separately. Chechnya was not allowed to separate from Russia as the Soviet Union broke apart. Although part of the Russian Federation, the area suffers high levels of terrorism and political violence and is also tracked separately. Kashmir, an historic princely state, was divided into two regions, one administered by India and one by Pakistan. With one of the highest levels of terrorist attacks, it is tracked separately. Note that in both Chechnya and Kashmir, most of the violence has been domestic. Domestic incidents were only added to the database in 1998, so the earlier years do not reflect the actual level of attacks.

Only a minority of these countries is subjected to terrorist attacks in the course of a year, and even fewer ever show up in Patterns of Global Terrorism. The table below documents the number of countries affected by terrorist incidents in the course of each year:
Only fourteen are listed in every year:Colombia, France, Germany, Israel, Lebanon, Occupied Territories (Gaza Strip and West Bank), Pakistan, Peru, Spain, Turkey, the United Kingdom, the United States, and Venezuela. Italy was listed in every year except 1995, and India every year except 1986.
