比喻双方相持不下，结果让第三者得到利益，两败俱伤，例两国交战，互不相让，结果鹬蚌相争，渔翁得利，让第三国大做军火生意。

A war between two countries with neither side giving in，is like the story of the fight between the heron and the mussel which in the end benefited the fisherman only．In the case of two countries fighting each other it is the third country which benefits from the huge profits made from the sale of arms．
