纵虎归山

把老虎放回山去，是比喻将敌人放回去，以致留下祸根的意思，例昔刘备为豫州牧时，某等请杀之，丞相不听；今又与之兵；此放龙入海，纵虎归山也。
When Liu Bei was governor of Yuzhou， we recommended that he should be put to death，but you would not hear of it．Now you have given him an army to lead．By doing this，you have allowed"the dragon to reach the sea and the tiger to return to the mountains，"so to speak．
